Exercise Purpose & Scope

Active shooter tragedies can affect any community of any size and require specialized planning, equipment, training, and exercise for public safety to ensure effective response.

The purpose of these field drills is to give participants the opportunity to gain experience, refine skills, and enhance the teamwork necessary to respond to an active shooter scenario requiring a multi-agency response.

Law enforcement, fire/rescue, EMS, 911, and emergency management personnel will be tested on their use of the existing Active Shooter Incident Action Plan (I.A.P.) and the critical components of response actions, incident command, communications, and coordination in a simulated field scenario.

These drills build on previous Training & Exercise sessions in this series and set the foundation for corresponding recovery planning efforts.

The goal of these drills is to “test” our ability to execute the critical actions established in our current Active Shooter Incident Action Plan (I.A.P.). It is critical that all agencies maintain proficiency and readiness on this plan and are ready to execute it when needed. (Contact EMD or your training officer if not!)

Reference standard: NFPA 3000 (PS) — Standard for an Active Shooter/Hostile Event Response (ASHER) Program

What to Expect

1. Staging & Briefing

  • Each agency has received a Resource Request / Assignment — provide the units assigned; they fill roles needed to run the activity.
  • Staging is at a separate site close to the exercise area. Stage 30 minutes before the stated exercise time.
  • A participant briefing is held about 15 minutes before start with instructions & key details.

2. Exercise Activity

  • Units are dispatched via simulated channels and tested through the 1st hour of a simulated active shooter incident.
  • First 20–30 min: the essential 6 actions to stop the killing & save lives.
  • By 60 min: Supervisors and full Incident Command established (per the I.A.P.).

3. Post Drill & 2nd Run

  • Run #1 ends — units “hot wash” and re-stage.
  • Run #2 is conducted on a 2nd scenario using the same participant roles.
