Practice run of the ASHER Plan

Master Sequence of Events

17 critical actions from the ASHER I.A.P., in three timed phases measured from dispatch.

Strategy, not tactics

Critical actions are evaluated at 1 hour, including full Incident Command. It’s less about speed than walking through the entire plan.

Actions 1–6 • timed to 20 min

Phase 1 — Initial Critical Actions

Upon dispatch, participants SAFELY & CALMLY practice setting up the first critical actions of an active shooter response. Timed for 20 minutes with verification from the Lead Controller that all is complete.

  1. 1
    Site<5 min

ASHER incident recognized/confirmed and local site response initiated

Initiate site alert/notification, implement site security response (i.e. Lockdown – Run Hide Fight), notify 9-1-1, and execute other appropriate site safety actions.

In this drill: N/A — done by simulators with an actual call to 9-1-1.

  2. 2
    911 / ES<5 min

Incident reported/confirmed — IAP activated; primary agencies alerted (secondary advised)

Use the ASHER 9-1-1 Card for agency alert/activation. ASHER I.A.P. activated via announcement on all channels; communications & incident management system implemented.

In this drill: 9-1-1 Simulator via ASHER Dispatch card on 67P911, 67F911 & 67E911.

  3. 3
    Law<5 min

Contact Teams deployed to isolate, contain and/or neutralize threat & render area “warm”

Establish primary entry point (rendering entry as warm) and gain site access with immediate deployment to active threat and/or rapid securing of area. Secondary units assist as directed under safety caution of law-on-law engagement, with the goal to render the attack site “warm.”

In this drill: Executed via law units as dispatched (NO LIVE FIREARMS!).

  4. 4
    EMS<10 min

Initial EMS unit(s) establish Medical Contingency at secured law entry point

Establish communication with local hospital; prepare for immediate treatment/transport of initial responder casualties and/or establishment of a Casualty Collection Point. Execute tactical actions in conjunction with law enforcement.

In this drill: Executed by EMS.

  5. 5
    MFR<10 min

Initial MFR unit(s) establish Victim Rescue teams at secured entry point

Determine hot (Rescue Strike Team) or warm (Rescue Taskforce). Ready RT1 Rapid Treatment team and RT2+ Rapid Extrication team(s). Execute tactical actions in conjunction with law enforcement.

In this drill: Executed by Fire EMR units (assigned to law RTF).

  6. 6
    Fire / DPW<15 min

Initial “Soft” Perimeter established by Fire Dept apparatus and support units

Manage basic access control to redirect public, media and non-authorized personnel while ensuring priority ingress/egress of response units. Prepare to act as temporary unit staging & be ready for augmentation by mutual aid law enforcement.

In this drill: Executed by Fire units — set up perimeter.

Actions 7–12 • timed to 40 min

Phase 2 — Supervisors & Support

After the initial critical actions, primary functions (Law, Medical, Fire) establish dedicated Supervisors to provide initial management and operational assignments. Timed to 40 minutes from dispatch.

  1. 7
    IC / Law<20 min

Law Section/Supervisor established at Operations Area via radio announcement

Assess/manage priorities of Contact Teams, Victim Rescue, Hard Perimeter, Investigation, Site Protection, Special Operations & other actions. Verify law enforcement mutual aid and resource assignments.

In this drill: Must be a dedicated Supervisor — vocalizes ALL law assignments.

  2. 8
    IC / EMS<20 min

Medical Section/Supervisor established at Operations Area via radio announcement

Assess/manage priorities of Casualty Collection, Triage/Treatment, Transport, Med-Surge & other operations. Verify medical mutual aid and resource assignments.

In this drill: Must be a dedicated Supervisor — vocalizes all EMS assignments.

  3. 9
    IC / Fire<20 min

Hazard Mgt Section/Supervisor established at Operations Area

Assess/manage priorities of Soft Perimeter, Fire Suppression, Landing Zone and other operations. Verify hazard management mutual aid and resource assignments.

In this drill: Must be a dedicated Supervisor — vocalizes all Fire assignments.

  4. 10
    IC / Site<20 min

Site Section/Supervisor established at Operations Area

Assess/manage priorities of Response, Coordination, Clear/Shutdown, Reunification, COOP/Recovery and other operations.

In this drill: Simulated via site volunteer.

  5. 11
    Fire / IMT<30 min

Staging established with manager via radio announcement

Establish off-site staging area; coordinate with section supervisors on controlled prioritization of resources to meet operational needs, scene management and accountability.

In this drill: Simulated via announcement.

  6. 12
    911 / ES<30 min

ASHER supporting agencies and specialty resources activated

Ensure provisions for emergent Reunification, Transportation, Crisis Support, etc.

In this drill: 9-1-1 verification and/or ongoing communication of dispatch card.

Actions 13–17 • timed to 60 min

Phase 3 — Incident Command & Control

Primary functions establish Incident Command, public information, emergency operations center, etc. to ensure operational control while continuing to manage their functional tasks. Timed to 60 minutes from dispatch.

  1. 13
    ES / UICS<35 min

Unified Incident Command System established via radio announcement

Option 1: UICS via 1st qualified Incident Management Team member at a designated command post until agency administrators can join. Option 2: UICS via merging of section leaders at the Operations Area. Option 3: Enhance on-scene operations via a qualified Operations Officer and establish Unified Command at a designated Command Post or EOC.

In this drill: Option 2 is most likely, considering the localized, small site area.

  2. 14
    IC / EOC / IMT<45 min

PIO assigned, Community Notification sent, public information plan enacted

Use the Nixle / IPAWS ASHER template for initial community notification. Establish a dedicated Public Information Officer to manage ongoing Joint Information System measures.

In this drill: Simulated via EMD in the field.

  3. 15
    IC / EOC / IMT<60 min

EOC and/or Incident Management Team activated for long-term support

Assess and support command/general incident management functions (Operations, Planning, Logistics, Finance/Admin, Communications, Public Information & Liaison) and emergency plan functions (via County Emergency Plan).

In this drill: Simulated call-out via EMD (most IMT members are controllers).

  4. 16
    IC / EOC / IMT=60 min

Evaluate incident status, objectives & operational progress

Assess command/general functions and operational areas (Law, Medical, Hazard Mgt, Site & Staging) — adjust & support as necessary. Repeat every hour until Life Safety, Incident Stabilization & Property Conservation objectives are met.

In this drill: Final message / exercise activity in the field — should be done via UICS.

  5. 17
    UICS / Support=60 min

Prepare for 2nd operational period via ASHER / Recovery I.A.P.

Determine estimated time for transition to “recovery”; establish a dedicated Incident Management Team to implement Recovery I.A.P. measures.

In this drill: N/A — goal of a separate exercise activity (Thursday Recovery Workshop).
