Start & end with “Exercise Traffic Only.”
Before the Exercise
- Know the ASHER I.A.P. If you aren’t proficient on it by now, review it immediately (contact EMD or your training officer).
- Optional pre-exercise briefing: 11:00 AM – 12:00 PM at the Osceola County Emergency Management Center (22054 Professional Dr).
- Check in at staging 30 minutes before start — 12:30 PM at the EOC (Reed City) / 5:30 PM at Blodgett Landing (Hersey).
- Stage your vehicle in the designated area, then report to the briefing area — Building Dept. lawn (Reed City) / Park Gazebo (Hersey).
- Attend the participant briefing — 12:45 PM / 5:45 PM.
- SECURE ALL WEAPONS IN YOUR VEHICLE before participating. You will verify with the Overwatch Controller.
- Be on the exercise channel. At 1:00 PM / 6:00 PM be ready in your vehicle, monitoring 67P911, 67F911 or 67E911 for exercise start.
During the Exercise
- After dispatch announces the scenario, the Staging Controller releases units systematically from staging.
- Drive safely and cautiously to the site — no lights, no excessive speed. Victim simulators may be in parking lots.
- NO LIVE FIREARMS. Conduct all operations in a safe manner.
- Start and end every exercise transmission with “EXERCISE TRAFFIC ONLY.”
- Use actual plans, references and resources as you would in a real incident, within safety & simulation limits.
- Anything that can’t be physically observed must be vocalized over the radio or simulated to a controller.
- Follow controller direction at all times. Injects come only as vocal instructions from Controllers.
- Work together to execute the Osceola ASHER I.A.P. as fully as possible.
After Each Run
- Participate in the on-site hot wash immediately after each run.
- After Run #1: re-stage for Run #2 — a new scenario with the same participant roles.
- After Run #2: final hot wash, then exercise termination / release.
- Share honest feedback in the hot wash — what worked, what didn’t, and gaps in the plan. Additional feedback can go directly to Emergency Management.
Safety
- Anyone can stop their activity for a safety reason.
- Report any unsafe action or condition to the nearest controller immediately — it is everyone’s responsibility, regardless of exercise activity.
- Controllers may modify activities at any time for safety.
Communications
- Use your discipline’s assigned channel (see Comms) — do not use restricted channels for exercise traffic.
- Clearly separate exercise traffic from real traffic: “Exercise Traffic Only” for drill messages; “REAL EMERGENCY” for anything real.
- The 911 Exercise Controller will make periodic safety announcements.
What It Will Feel Like
- Simulation level: minimal. Most actions are “walked through” in a carefully controlled, safe manner — no dramatic play-acting.
- Stress level: moderate. Best described as a higher-level practice / testing session in a semi-realistic timeframe.
- This is less about speed than actually walking through the entire plan. Tactics ARE NOT being evaluated — overall strategy and objectives are.
