Exercise Control / Safety

Safety & Rules

These four rules apply to every participant, controller and volunteer — in both sessions and both runs.
  1. 1

NO LIVE FIREARMS / WEAPONS ON SITE

This is a critical safety issue. You will verify with the Overwatch Controller prior to exercise activity. Weapons must be secured in your vehicle prior to participation.

  2. 2

ALL APPARATUS MOVEMENT IN A SAFE / SLOW MANNER

Although this is a timed activity, absolutely no excessive speed is necessary. With victim simulators in parking lots, extra precaution must be given to safe driving practices. No lights, no speed.

  3. 3

    SAFETY IS EVERYONE’S RESPONSIBILITY

Exercise Controllers are on site to manage the flow of the exercise AND safe practices, and may modify activities as necessary for safety. This is a group effort — all participants must perform in a safe training manner. Any participant may stop their activity for a safety reason.

  4. 4

NO “AD HOC” MESSAGES OR INJECTS / CALL OFF

The only “live” simulations are the simulated attacker, simulated victims, and radio traffic. All other injects come as vocal instructions from Controllers. Real-world messages will be identified with the term “REAL EMERGENCY” over radio or other communications. Exercise control or agencies may call off, delay, or alter the exercise within parameters.

Real-World Emergency Protocol“REAL EMERGENCY” = all exercise activity stops immediately.

General Exercise Guidelines

  • This is an official Osceola County exercise — the goal is to test our capabilities in response to a known potential hazard within a simulated, controlled environment. It will be evaluated for the official record according to Homeland Security Exercise & Evaluation policy.
  • Use actual plans, reference materials, and resources as you would during a real incident, within the confines of exercise safety & simulation parameters — including real-world weather conditions for simulated tactical decisions.
  • Some artificialities will be simulated, including non-participant players/agencies, disaster conditions, reactions, and results of participant actions. Contribute accordingly to maximize the opportunity.
  • All field activity follows standard agency safety protocols. Act safely and follow exercise controller direction at all times. Any recognized unsafe action or condition is the responsibility of ALL participants to address immediately, regardless of exercise activity.
